Effective October 1, 2017.
1. A person may not operate a drone or any radio-controlled aircraft while on any state wildlife management area unless authorized by the director or the director's designee.
2. The term drone refers to an unmanned aerial vehicle that can fly autonomously or by remote control.

In 2013, Senate Bill (SB) 2018 (download below) granted $1 million from the state general fund to pursue designation as a Federal Aviation Administration (FAA) unmanned aircraft systems test site. If selected, the law would grant an additional $4 million to operate the site.
Also in 2013, North Dakota adopted House Concurrent Resolution (HCR) 3012 to recognize the benefits of a thriving UAS industry in the state.
On April 2, 2015 the North Dakota Senate passed House Bill (HB) 1328 (download below), a Bill for an Act to provide for limitations on the use of unmanned aircraft for surveillance.
On June 16, 2015, House Bill (HB) 1018 (download below) was signed by the Governor. This was an act to provide an appropriation for defraying the expenses of the department of commerce; to provide exemptions; to provide for transfers; to amend and reenact section 54-60-17 of the North Dakota Century Code, relating to workforce development; and to provide for a legislative management study.
SCR 4014 - supports the development of the UAS industry in the state, congratulates the FAA on the first Beyond Visual Line of Sight Certificate of Authorization in the United States, and encourages further cooperation with the FAA to safely integrate UAS into the national airspace.
Executive order - Established the Northern Plains Unmanned Systems Authority to oversee the operation of the UAS test site in the state.
